Knowledge workers in general pay a context-switching tax. Software engineers pay a larger one. The reason is the nature of the primary productive output: holding and manipulating a large, abstract mental model of a codebase, a system architecture, or a problem domain.
Loading that mental model requires uninterrupted concentration. Tom DeMarco and Timothy Lister, in Peopleware: Productive Projects and Teams (now in its third edition, Addison-Wesley, 2013), observed that engineers in flow state need 15-30 minutes of uninterrupted work to enter productive engagement with a complex problem. Once in that state, the model is held in working memory: function signatures, data flow, edge cases, the decision made three days ago about how to handle the null case. The model is fragile. It evaporates quickly after an interruption, and it cannot be partially held; interruption collapses it entirely.
The cost of rebuilding the model is not just time. It is also the errors introduced by rebuilding it incompletely, the decisions made without full context, and the quality decline that results from sustained partial-attention programming.
David Parnas's 1972 paper "On the Criteria to Be Used in Decomposing Systems into Modules" (Communications of the ACM, Vol 15, No 12, December 1972) is one of the most cited papers in software engineering. Parnas argued that a module should encapsulate a design decision: you decompose a system at the boundaries of what you might want to change, so that a change to one module does not require changes to others.
The attention-management implication is direct. A module boundary is not only a software architecture boundary; it is a cognitive boundary. The whole point of a well-designed module is that an engineer working inside it does not need to hold the entire system in their head simultaneously. The module boundary limits the mental model required for productive work on that module.
Context switching forces engineers to work across module boundaries. When an engineer is assigned to two projects that touch different parts of a system, each switch requires loading a different mental model. The more cross-cutting the work, the larger the model required, and the more expensive the switch. Architecture that respects module boundaries reduces the cognitive concurrency an engineer carries at any moment; architecture that forces cross-cutting changes inflates it. This is a direct connection between software design quality and context-switching cost.
Frederick P. Brooks's "No Silver Bullet: Essence and Accidents of Software Engineering" (IEEE Computer, April 1986) introduced the distinction between essential complexity and accidental complexity in software development. Essential complexity is the inherent difficulty of the problem being solved: the domain logic, the edge cases, the ambiguous requirements. Accidental complexity is all the incidental difficulty added by tools, process, and environment: slow builds, fragmented attention, unclear ownership, context switching.
Brooks argued that there is no single breakthrough that can reduce essential complexity by a large factor, because the hard parts of software engineering are inherent in the domain. But accidental complexity is reducible. Brooks's 1986 list of accidental complexity sources is strikingly modern: system complexity from tooling, difficulty of modelling concepts, communication overhead in large teams. Context switching is not on Brooks's explicit list (the paper predates modern organisational psychology), but it fits precisely in the accidental complexity category.
Every interruption taxes essential work by forcing the engineer to spend recovery time on accidental complexity (reloading context, reconstituting mental models, re-reading the code for the third time). Context switching multiplies essential complexity by a constant greater than one. Reducing context switching is therefore a direct attack on accidental complexity and the only kind of leverage that actually scales.
The DevOps Research and Assessment (DORA) programme produced the most rigorous quantitative study of software delivery performance available. Accelerate: The Science of Lean Software and DevOps (Forsgren, Humble, Kim, IT Revolution, 2018) reported four key metrics that predict organisational performance:

The SPACE framework (Forsgren, Storey, Maddila, Zimmermann, Houck, Butler, "The SPACE of Developer Productivity," ACM Queue, Vol 19, No 1, 2021) extended the DORA programme to include developer experience as a first-class research area. The five SPACE dimensions are: Satisfaction, Performance, Activity, Communication/Collaboration, and Efficiency/Flow.
The Efficiency/Flow dimension is the most directly relevant. SPACE's definition of flow for engineering teams includes: the length of uninterrupted focus blocks, the frequency of context switches, the amount of time lost to waiting for builds, reviews, and dependencies, and the degree to which engineers feel they can complete meaningful work in a single working session. SPACE argues that these dimensions are under-instrumented by engineering leaders compared to output metrics like PR count and ticket velocity.
The SPACE framework's explicit treatment of context switching as a productivity dimension is the strongest formal argument in the software-engineering literature for measuring and reducing interruptions. Its authors include Google Research and Microsoft Research contributors, and it is published in ACM Queue, not a productivity-tool vendor blog.
Microsoft Research has produced several studies on developer productivity under interruption. Czerwinski, Horvitz, and Wilhite's "A Diary Study of Task Switching and Interruptions" (CHI 2004) studied Microsoft employees and found that task-interruption recovery took an average of 8.5 minutes for simple tasks and substantially longer for complex ones, with engineers reporting frustration at resuming interrupted work at similar rates to Gloria Mark's UC Irvine research.
Microsoft's Developer Velocity research (Forsgren, Storey et al., 2020) found that developers who rated their tools and practices highly for flow and focus time were 4.4 times more likely to feel engaged at work and significantly more likely to report high satisfaction with their productivity. The study covered 2,700 developers across the industry.
